General Manager’s Report and Recommendation on Rates and Services

March 31, 2009 General Manager’s Report and Recommendation on Rates and Services
On June 16, 2009, the Board of Directors adopted Resolution No. 09-06-05, approving a three-step class-by-class rate increase. The General Manager recommended this three-step rate increase to offset costs amid a shortfall in revenues and to prevent a drop in SMUD’s credit rating.
The rate increases will take effect and increase annual revenues as follows:
- September 1, 2009: 5.5% across and within all customer classes
- March 1, 2010: 5.5% across and within all customer classes
- January 1, 2011: 2.25% across and within all customer classes
In addition to the general rate increase, additions and structural changes to rates and services were approved as detailed in the General Manager’s Report and Recommendation, the Addendum to the GM Report, and the Board Resolution.

Hydro Generation Adjustment
On May 15, 2008, the Board of Directors adopted Resolution No. 08-05-11, approving a Hydro Generation Adjustment (HGA) of up to plus or minus four percent of budgeted retail revenue per kWh for all energy rates. The HGA will be imposed in order to mitigate the year-to-year changes in the District’s changes in net assets due to over or under hydro generation. The HGA became effective July 1, 2008 and will be adjusted annually on April 10 of each year.
