Surcharges and discounts
To better serve our residential customers, meet state requirements and keep our rates stable, we’ve adopted several surcharges and discounts.
The Solar Surcharge is applied to all energy usage to meet the state’s mandate to expand solar power The surcharge is recalculated each January 1.
The Solar Surcharge effective January 1, 2013 is: $0.0015/kWh

Hydro Generation Adjustment (HGA)
The HGA is applied to all energy usage to fund the SMUD Hydro Rate Stabilization Fund. That fund helps offset higher energy costs during dry hydro years. The HGA is recalculated every April 10.
The HGA effective April 10, 2011 is: $0.00/kWh - As of October 2014 it has not changed and remains $0.00/kWh.

SMUD offers two discounts to eligible residential customers and one discount to eligible non-profit agency customers.
Energy Assistance Program Rate (EAPR)
We offer eligible low-income customers and non-profit agencies an EAPR discount on their monthly bills. You can find more EAPR information and an application form here.

Medical Equipment Discount (MED)
We offer eligible residential customers a discount to assist them with the increased energy cost for running certain electric medical equipment. MED program information and application are available here.
