Cellular Site Leasing Program
SMUD’s Cellular Site Leasing Program encourages telecommunication carriers and other customers to site cellular systems on SMUD poles, towers and other facilities.
Steps in applying for a Cellular Site Lease with SMUD
- Contact the program manager with a proposed location. If you don’t know our facilities well enough, you can tell us what general area you are looking for and we can provide a list of possible facilities for your consideration.

- Staff will schedule a pre-application meeting at the site of your proposed use. The meeting provides the opportunity for you to discuss and describe your proposal in detail and provides an opportunity for SMUD staff to identify any potential issues with the proposal. This meeting can save both you and SMUD time and expense. Be sure to bring any information that may be useful during this session.
- Staff will forward a Master License agreement to you for completion.
- Once the conceptual design is determined; deliver, e-mail or mail the application, along with the application processing fee and a complete set of construction documents, to the program office.
- Upon determination that the application is complete, SMUD will forward your application to our consultant to review. If your design meets all the technical requirements outlined in Engineering Specification T012, you will be given a notice to proceed.
- If changes are needed, you may have your design engineer make them or elect to have our consultant make the changes for you at cost.
- When plans have been approved, the program manager will issue a notice to proceed.
- Once the notice to proceed has been generated, you will be assigned an inspector. A pre-construction meeting will be held and the work will be scheduled.
Costs
There are three different fees involved in granting a Revocable Permit:
Application Fee (currently $2,500), the first charge will reimburse SMUD for the expected administrative and other costs incurred in processing the application. Processing fees must be paid when the written application is submitted. If the processing costs exceed the application fee amount, the applicant will be required to reimburse SMUD for the actual costs. For a copy of the Site Application Form click here.
Design Review and Inspection Fee (currently $15,000), -- The second charge is a potential one-time fee to reimburse SMUD for the inspection costs during the course of construction, including engineering review, on-site supervision and inspection services. If the processing costs exceed the application fee amount, the applicant will be required to reimburse SMUD for the actual costs. Unused fees will be refunded.
Monthly Antenna Lease (currently $1,500) -- The third charge is the monthly facility rental fee. It is based on the fair market rental value of similar leases.
