President Howard Posner
Howard Posner (POSE-ner) was first elected to the SMUD Board of Directors in November 1998. He represents Ward Three, which includes the communities of East Sacramento, Arden, Rosemont and Perkins. (See map of SMUD territory.)
Posner recently retired as the chief consultant for the Transportation Committee of the California State Assembly, although he continues to work with the committee on a part-time basis. Previously, he spent almost two decades as the legislative coordinator for the state Department of Transportation (Caltrans) and in several staff positions in the state Assembly.
In his current position in the Assembly, Director Posner provides members of the Legislature with expert advice and policy guidance on transportation legislation and works with federal, state and local agencies and other interested parties in seeking solutions for transportation problems.
A Sacramento resident for more than 35 years, his community activities include work on a volunteer highway cleanup crew and in programs with the Sacramento Urban League, CPR Saturday and the Upward Bound. He has also coached youth softball and soccer teams.
Director Posner graduated from Brandeis University with a bachelor's degree in economics and earned a master's degree in political science from Whittier College.
