Solano Wind Project Phase 3
In its continuing commitment to clean renewable power, Sacramento Municipal Utility District (SMUD) proposes to construct and operate the third phase of the Solano Wind Project. SMUD operates and maintains an existing wind project in Solano County (phases 1 and 2) which has installed 102 megawatts (MWs) of wind energy since 2007. Phase 3 will add an additional maximum of 128 MW, totaling up to 230 MWs of clean renewable power.
The project consists of installing up to 75 wind turbine generators and associated facilities in the Montezuma Hill region of southern Solano County, southwest of the town of Rio Vista.
A public meeting will be held on October 28, 2009 at the Solano County Administrative Center, 675 Texas Street, Fairfield. The meeting will be held from 6:00 p.m. to 7:30 p.m.
The SMUD Board of Directors will consider adoption of the final EIR for the project at two meetings at which the public may make verbal comments. These meetings will be held at SMUD on Wednesday, January 6, 2010 (Integrated Resources and Customer Services Commitee) at 5:00 p.m. and Thursday, January 7, 2010 (SMUD Board Meeting) at 6:00 p.m. at the SMUD HCC and Board auditorium respectively, both located at 6201 "S" Street, in Sacramento.

Final Study/Mitigated Negative Declaration for the Iron Point Buckingham Distribution Substation Project
SMUD proposes to construct and operate the Iron Point Buckingham Distribution Substation in order to provide a reliable source of electricity to meet the electrical demand of existing and approved development within a 1- to 1.5-mile radius of the proposed substation. The substation site would be a half-acre, located on the south side of Iron Point Road and southwest of Buckingham Way, in Folsom, California. The proposed custation would consist of one 25-MVA transformer, capacitor banks, a backup battery, metal clad switchgear, grounding grid, and a low-profile 69-kV bus structure. Additional improvements include new cement slabs for the equipment and a 10-foot high masonry wall to encompass the footprint of the substation.
The substation would be energized by connecting to an existing 69-kV line in an underground utility corridor adjacent to the south side of Iron Point Road. The substation would receive 69-kV electricity and step it down to 12 kV.
As part of the proposed project, four new underground 12-kV feeders would be added and tie the substation into the existing underground distribution lines on both the north and south sides of Iron Point Road. The 12-kV power would be distributed throughout the near vicinity where existing local transformers would step down the power to household or retail business service voltage levels.

Final Study/Mitigated Negative Declaration for the SMUD Easton 69-kV Subtransmission Line Relocation and Substation Project
SMUD proposes to construct and operate the Easton 69-kilovolt (kV) Subtransmission Line Relocation and Substation Project (also referred to as the "proposed project"). The proposed project would relocate 69-kV subtransmission lines that presently provide electrical service to Aerojet’s Prairie City substation. In addition to the existing substations the subtransmission line relocation would provide electrical service to the new proposed Prairie City and Easton Valley-Birkmond substations. The new substations would step down 69-kV power to 12 kV for residential and commercial service to support the existing customer, Aerojet General Corporation (Aerojet), and the two new proposed Easton communities, Easton Place and Glenborough at Easton (The Easton Project), located within the Aerojet Special Planning Area in Sacramento County. The entire proposed project would be located on Aerojet property within a permanent easement/right-of-way. Aerojet is paying for the cost of the 69-kV subtransmission line relocation.
The Mitigated Negative Declaration concludes that the Project will not cause a significant adverse environmental impact with the incorporation of mitigation measures and an Environmental Impact Report is not required. Draft Initial Study and Mitigated Negative Declaration for CVFA's proposed LM 6000 Fleet Upgrade Project
The Central Valley Financing Authority (CVFA) proposes to upgrade one of its existing natural gas turbines to increase output by 7.9 megawatts (MW) while reducing the carbon footprint on a per MW-hour basis. The project will reduce nitrogen oxide emissions, a precursor to ozone. The upgrade also improves the Carson Ice-Gen's efficiency, resulting in lower consumption of natural gas per MW-hour.
The CVFA Commissioners will consider adoption of the final Initial Study/Mitigated Negative Declaration during two meetings at which the public may comment.
Both public meetings will be held at the SMUD Headquarters Building, 6201 S Street, Sacramento. The Aug. 6 meeting will begin at 4:30 p.m. in the Headquarters Conference Center. The Aug. 7 meeting begins at 6 p.m. in the SMUD Auditorium.
