Draft Initial Study/Mitigated Negative Declaration for Station A Network 1 Reconductor Project

The Sacramento Municipal Utility District (SMUD) has issued this Notice of Intent of the Draft Initial Study/Mitigated Negative Declaration (MND) for the SMUD Station A Network 1 Reconductor Project. The purpose of the MND is to identify the potentially significant effects on the environment from the Project; to identify mitigation measures for those potential effects on the Project; and to indicated the manner in which significant effects can be mitigated or avoided. SMUD is the Lead Agency for the Project, including the preparation of the MND. As required by the California Environmental Quality Act (CEQA), under Division 13 of the California Public Resource Code, the Draft MND is being circulated to responsible State and federal agencies and made available to the public for a 30-day review period. This Notice of Intent announces the completion of the Draft MND, where it can be reviewed; the date, time and location of the public meeting and public hearing; and the starting and end date of the public review period.

SMUD proposes the Station A Network 1 Reconductor Project in order to upgrade and replace existing conduit and 12-kilovolt electric lines that connect the substation, Station A, to the 12-KV underground lines at the manhole at 7th and K streets in downtown Sacramento, Ca. The project would consist of installing approximately 1,850 linear feet of conduit in trenches, one 20-foot manhole/vault and three 8-foot by 14-foot manholes through downtown Sacramento. The project route starts at Station A (substation) at 6th and H streets, heads south on 6th Street, turns east on J Street, and then turns south on 7th Street to tie into manhole MH-760 by K Street. A cut-over will be constructed at the intersection of 7th and J streets that will intercept the existing conduits. This project would be constructed in three phases over a period of 165 days.

Final Initial Study/Mitigated Negative Declaration Available for Sacramento Municipal Utility District Nature Preserve Mitigation Bank Project

The Sacramento Municipal Utility District (SMUD) has prepared a Final Initial Study/Mitigated Negative Declaration (FIS/MND) for the SMUD Nature Preserve Mitigation Bank project (Project).

The FIS/MND analyzes the potential environmental effects of constructing and operating the Project. The Project would establish the SMUD Nature Preserve Mitigation Bank (Proposed Project) on approximately 1,132 acres of SMUD-owned property located in southeastern Sacramento County. The Proposed Project will create a multi-species/multi-habitat mitigation bank that provides for long-term protection of special-status species and habitats found with SMUD's service territory (majority of Sacramento County and a portion of Placer County). Bank credits would be used to offset future unavoidable impacts to special-status species and their habitats, wetlands, and oak trees that could result from future public or private agency-approved projects. Elements of the Proposed Project will preserve, enhance, restore and create wetlands and special-status wildlife and plant habitats.

Final Environmental Impact Report Available for Sacramento Municipal Utility District East Campus - Operation Center Project

The Sacramento Municipal Utility District (SMUD) has prepared a Final Draft Environmental Impact Report (FEIR) for the SMUD East Campus - Operations Center project (Project). The FEIR is being circulated to commenters and can be viewed on this Web site. A Revised Public Notice was mailed to nearby property owners that announces a change for one of the public meeting dates (see link below).

The Draft Environmental Impact Report (EIR) analyzes  the potential environmental effects of constructing and operating the Project in Sacramento County. The EIR identifies potentially significant unmitigated environmental impacts for traffic and air quality. All other potential impacts have been determined to be less than significant after mitigation.

The Project would relocate the existing impacted Corporate Yard that is undersized, provide more efficient operations, and provide a central location to service SMUD's electric infrastructure. The Project would include offices, mechanical shops, maintenance and warehouse buildings, open storage space, fuel island and vehicle wash station, parking for visitors and employees, and flee vehicles. The Project is being designed as a U.S. Green Building Council Leadership in Energy and Environmental Design (LEED) Rating System with the goal of Platinum Certification.

Solano Wind Project Phase 3

In its continuing commitment to clean renewable power, Sacramento Municipal Utility District (SMUD) proposes to construct and operate the third phase of the Solano Wind Project. SMUD operates and maintains an existing wind project in Solano County (phases 1 and 2) which has installed 102 megawatts (MWs) of wind energy since 2007. Phase 3 will add an additional maximum of 128 MW, totaling up to 230 MWs of clean renewable power.

The project consists of installing up to 75 wind turbine generators and associated facilities in the Montezuma Hill region of southern Solano County, southwest of the town of Rio Vista.

A public meeting will be held on October 28, 2009 at the Solano County Administrative Center, 675 Texas Street, Fairfield. The meeting will be held from 6:00 p.m. to 7:30 p.m.

The SMUD Board of Directors will consider adoption of the final EIR for the project at two meetings at which the public may make verbal comments. These meetings will be held at SMUD on Wednesday, March 3, 2010 (Integrated Resources and Customer Services Commitee) at 5:00 p.m. and Thursday, March 4, 2010 (SMUD Board Meeting) at 6:00 p.m. at the SMUD HCC and Board auditorium respectively, both located at 6201 "S" Street, in Sacramento.
