Ward 6

Board President Larry Carr

Director Larry CarrLarry Carr was first elected to the SMUD Board of Directors in November 1998 to represent Ward 6. Ward 6 is bounded by Broadway on the north, Freeport Boulevard on the west, Power Inn Road on the east and Calvine Road on the south. Carr served as President of the Board for 2000 and 2001. Carr is the executive director of the Florin Road Partnership, a south Sacramento Property-Based Business Improvement District (PBID). The PBID administers funds collected through the district, which is charged with enhancing the image and vitality of the Florin Road corridor.

Prior to assuming leadership of the Florin Road Partnership, Carr taught at Sacramento High School. He started the Army JROTC program and headed the AVID/MESA Academy at the school.

Carr retired as a lieutenant colonel after 23 years in the U.S. Army where he was an electronic warfare and computer information systems officer and a recipient of the Legion of Merit.

Carr lives in the Parkway community in Sacramento and has served as president of the Parkway Neighborhood Association. He is also a past president of the South County Neighborhood Accountability Board (a youth first-offender diversion program), as well as a past-president of the Sacramento UCLA Alumni Association. He has served as steering committee chair of the EnterFund Micro Enterprise Loan Program, as an executive committee member of 100 Black Men of Sacramento mentoring program, as a board member of the Sacramento Commerce and Trade Organization, and as a member of the Special District Advisory Committee of the Sacramento Local Area Formation Commission. Carr has also served on the Beehive Steering Committee and is a member of Omega Psi Phi Fraternity Inc. He is chair of the Economic Development Committee of 100 Black Men of Sacramento and is on the Board of Directors of the Sacramento Black Chamber of Commerce.

He earned a bachelor's degree in political science at Norfolk State University and a master's degree in business administration from the University of California, Los Angeles.
